Work Permits and the MoHRE Health Insurance Check
Why a permit file can stall for a reason that has nothing to do with the permit.
A UAE work permit can be blocked because health insurance is missing. MoHRE verifies cover electronically as part of work-permit issuance and renewal, a procedure reported from 23 July 2026. If the system cannot see an active policy for that worker, the permit does not progress. The employer arranges the cover and bears the cost of it.
Why Can a Work Permit Be Blocked for Insurance Reasons?

Health insurance used to be evidenced by attaching a document to a file. It is now a condition the system checks for itself. That changes the failure mode: instead of a rejection you can argue about, you get a file that will not move, often with no obvious explanation to the person submitting it.

The check is on the worker, not the company
A company-wide policy does not help if that individual is not on it yet. -

An expired policy blocks a permit renewal exactly as a missing one blocks a new permit. -

Who Bears the Cost, and What If an Employee Is Asked to Pay?
The employer pays. That part is not negotiable by agreement.

The employer bears the premium for the mandatory policy of a worker it sponsors. It is not deductible from salary, not recoverable at end of service, and not something an employment contract can shift onto the employee.

Can a Policy Be Cancelled Mid-Permit?

While the work permit is valid and the sponsorship is live, the worker is supposed to be insured. Cancelling the policy part-way through to save premium leaves the employer out of step with its duty and leaves the worker exposed at exactly the moment a claim is least affordable.

What Should HR Confirm Before Submitting a Permit File?
