UAE Health Insurance Requirements
What an employer must arrange, who pays for it, and what changes emirate by emirate.
Health insurance is mandatory for employees in all seven emirates. Dubai and Abu Dhabi have required it for years under their own health authorities, and a Cabinet decision extended the requirement to the remaining emirates from 1 January 2025. The sponsoring employer arranges and pays for the cover. Minimum benefits, scheme names and dependent duties still differ by emirate.
Is Health Insurance Mandatory for Employees in the UAE?
The rule, the date it became nationwide, and who it reaches.
Yes.
An employer must provide health insurance for every worker it sponsors, anywhere in the UAE. Dubai and Abu Dhabi ran their own mandates first. The requirement became nationwide from 1 January 2025 under a Cabinet decision covering private-sector employees and domestic workers who were not already inside an emirate scheme.

Who it reaches
Employees on a work permit sponsored by the company, and domestic workers sponsored by a household. -
Who arranges it
The sponsoring employer, in place before the work permit is issued or renewed. -
What a minimum means
Each emirate sets a benefits floor. Meeting the floor is a compliance test, not evidence that the plan suits your workforce. -
What it does not mean
That every hospital is in network, or that every treatment is payable. Those are plan-design questions, decided separately.

Not every resident is an employee. Anyone holding a visa without a sponsoring employer — freelancers, investors, remote workers and Golden Visa holders — buys their own cover: self-sponsored health insurance.
Who Pays for Employee Health Insurance?
The cost sits with the employer, and it cannot be recovered from wages.
The employer bears the full cost of the mandatory policy for a sponsored worker. Premiums for that cover are not deducted from salary, recovered at end of service, or made a condition of employment. A worker asked to pay for their own mandatory cover can raise it with the Ministry of Human Resources and Emiratisation.

The premium for the mandatory policy, and its renewal while the permit stays active. -
The employee may still pay
Co-payments, deductibles and anything the policy excludes. That is ordinary plan design, not a premium contribution. -
Dependants are separate
Cover for a spouse, children or parents is usually the sponsor’s own cost, unless the employer offers it as a benefit. -
Mid-permit cancellation
A policy should not be cancelled part-way through a valid work permit in a way that leaves the worker uncovered.

How Work Permits and Residence Visas Check for Cover
What changed on 23 July 2026, and what it means for an HR file.
MoHRE verifies health insurance electronically as part of work-permit issuance and renewal. The check runs automatically: the permit does not progress if the system cannot see an active policy for that worker. This procedure was reported from 23 July 2026 and replaced the older habit of attaching proof by hand.

Before you submit
Confirm the policy is issued and active, not merely quoted or approved in principle. -

Data has to match
Name, passport and Emirates ID details on the policy must match the permit file, or the check can fail on a technicality. -

Renewals are no different
An expired policy blocks a permit renewal exactly as it blocks a new permit. -

Residence visas are a separate step
ICP and GDRFA channels expect their own proof of valid cover at visa issue and renewal.

Which Authority Sets the Rules Where You Sponsor Staff
The employer duty is nationwide. The minimum benefits and dependent rules are not.
Health insurance is regulated at emirate level in Dubai and Abu Dhabi, and federally elsewhere. Use the table to work out whose rulebook applies to each cohort before you copy one plan design across the whole workforce.

Confirm in writing that the proposed plan meets the current minimum floor for each cohort, not just for the largest one.

Align renewal dates with visa batches where practical, so cover never expires between the two.

Ask what happens to cover for a joiner between their start date and the policy endorsement.
