An employee's company medical card covers the employee. It does not cover a spouse or a child unless the employer has specifically bought them in. That single gap is what stalls family visa renewals: the sponsor assumes the group plan stretches, the residence channel looks for cover in the dependant's own name, and nothing moves until somebody buys it.
Who Has to Insure a Dependant in the UAE?
- The employee, in every emirate. The sponsoring employer arranges and pays for the employee's own mandatory cover. This part is not optional and not deductible from wages.
- A spouse or child on your sponsorship. In Dubai and most emirates this is the sponsor's responsibility, unless the employer has voluntarily included dependants on the group policy.
- Abu Dhabi employees. The Department of Health's expectations around eligible immediate family are wider than Dubai's. Do not assume a Dubai arrangement satisfies an Abu Dhabi file.
- Parents, domestic workers and self-sponsored residents. The sponsor or the individual arranges it, and each of the three sits under different rules.
Dubai or Abu Dhabi: How Do the Sponsor Duties Compare?
| Question | Dubai | Abu Dhabi |
|---|---|---|
| Authority | Dubai Health Authority (DHA) | Department of Health — Abu Dhabi (DoH) |
| Employer duty | The employee only, unless the employer chooses to extend it | Wider expectation to include eligible immediate family — verify for your case |
| Who arranges a spouse or child | The sponsor, in most cases | Often routed through the employer's arrangement; confirm before assuming |
| Minimum package | The Essential Benefits Plan floor applies under the salary threshold | Scheme rules and product approvals set by the DoH |
| Where to verify | dha.gov.ae | doh.gov.ae |
The rule that applies is the rule of the emirate that issues the dependant's residence visa, which is not always the emirate the sponsor works in. The two frameworks compared in full.
Why Does a Dependant Need Cover in Their Own Name?
Because the residence channel verifies cover per person, against the identity in that person's file. A spouse listed informally on an employee's arrangement, or covered under a policy in somebody else's name, does not satisfy a check that is looking for a policy recorded against their passport and Emirates ID.
Align the start date with the filing window rather than the birthday of the previous policy, and check that names match the travel document exactly. Health insurance and visa renewal covers what the check looks at.
What Should a Sponsor Check Before Buying or Renewing?
- Names on the policy matching passport and Emirates ID for every dependant, including middle names.
- The network, judged against the hospitals and clinics your family actually uses — near home, near school, and the maternity hospital if that is in prospect.
- Waiting periods for maternity, dental and pre-existing conditions, especially where treatment is planned within the year.
- Direct billing against reimbursement for outpatient care, pharmacy and inpatient admission, tier by tier.
- Whether the certificate will be issued in time for the filing date, which is a different question from whether the cover has been agreed.
How Do You Add a Newborn or a New Dependant Mid-Term?
Most policies allow a newborn to be added within a defined window after birth without fresh underwriting — commonly described as around 30 days in Dubai-oriented guidance, though the window and its conditions are set by the policy. Ask for both in writing before the birth.
For any other mid-term addition, ask what documents the insurer needs, how long issuance takes, and from what date cover runs. A dependant added mid-term is often covered from the date of the endorsement rather than the date you asked, and that difference is exactly the period a residence file may be looking at. Maternity and dental cover covers the newborn window in more detail.
What About Parents, Domestic Workers and Self-Sponsored Residents?
These three sit outside the employee-and-immediate-family pattern and each carries its own conditions. Sponsoring a parent brings age-related underwriting and its own renewal questions: sponsoring parents. A household employing a domestic worker has a health cover duty and a separate worker-dues policy that is frequently confused with it: domestic worker cover. A resident whose visa is not issued through an employer — freelancer, investor, Golden Visa holder — arranges and pays for their own: self-sponsored health insurance.
What Should You Ask Before You Sign?
- Is this cover accepted for the emirate that issues this dependant's visa?
- What is excluded or sub-limited for maternity, dental, optical and chronic medication?
- How do we add or remove a dependant mid-term, what does it need, and from what date does cover run?
- Will the certificate be issued before the filing date, and in what format?
- If we switch insurer, will served waiting periods carry across on a continuity certificate?
