A continuity certificate is a letter from an outgoing insurer confirming that named people were covered without a break up to a stated date. Incoming underwriters use it when they decide whether waiting periods already served — maternity, chronic care, pre-existing conditions — can be credited rather than started again. It is evidence, not a guarantee: the new insurer still has to accept it, in writing, before the new policy is issued. What Does a Continuity Certificate Actually Confirm?
Usually four things: who was covered, the product or policy number, the start date of that spell of cover, and the date cover ends or ended. Some letters also state that there was no break in that period. They do not state that a future insurer must waive waiting periods, and they do not replace a table of benefits.
That distinction matters. People treat the certificate as if it were a portable right. It is closer to an attendance record. The new underwriter reads it, checks names against Emirates IDs, and then writes (or refuses) a continuity term on the incoming schedule.
Who Issues It, and Who Does Not?
The outgoing insurer, or the administrator acting for that insurer, on request. HR and a broker of record can chase the letter; they cannot sign it. A former employer’s email that “cover was in place” is useful context, not the document underwriters ask for.
If you sat on more than one policy in the period the new insurer is looking at — for example a group plan, then a short individual bridge — you need a letter from each carrier and a timeline that joins the dates. One certificate cannot speak for a spell it did not cover.
When Should You Ask for It?
While you are still a member. Once the file is cancelled, certificates take longer and some offices will not issue one at all. Ask before the leaving date, the visa cancellation date, or the policy expiry — whichever comes first in your case. Those three dates are not always the same, which is why job-change files stall.
Send it with the new application, not after inception. Waiting-period waivers are an underwriting decision. A letter arriving after the policy is issued rarely changes the wording you already accepted.
How Do You Request a Continuity Certificate?
The same sequence, as five steps in order.
- Ask before the old policy is cancelled. Once the file is closed, certificates take longer and some offices will not issue one. Request it while you are still a member.
- Name the exact period and member list. State the start date, the intended end date, and every person who needs the letter: employee, spouse and children. Vague requests come back incomplete.
- Collect one letter from every insurer you used in that period. A switch mid-year needs a certificate from each carrier, then a timeline you can show the incoming insurer.
- Check names, dates and Emirates ID against the visa file. A mistyped date is enough for the new underwriter to treat the member as new. Correct it before you leave the old plan.
- Send it with the new application, not after inception. Waiting-period waivers are decided at underwriting. A certificate arriving after the policy is issued rarely changes the wording.
What If Cover Had a Gap?
Then the certificate, honestly issued, will show it. A gap is exactly what incoming underwriters use to treat the member as new. There is no UAE grace period on health insurance that quietly fills a week between two policies; that is set out on lapse and grace periods. If the dates do not meet, fix the dates before you rely on continuity, or accept that waiting periods may restart.
A letter that is inaccurate is worse than a letter that is late. Do not ask anyone to back-date cover that was not in force. A later claim can fail on non-disclosure if the continuity story and the membership file disagree.
How Does This Sit Next to a Job Change or a Self-Sponsored Move?
On an employer-to-employer move, the leaving date and the new issuance date have to meet, and the certificate is the proof of the old spell. The sequence is on changing jobs without a cover gap. Visa and work-permit channels look for an in-force policy. They do not read continuity certificates. The certificate is for the incoming insurer, not for MoHRE or the residence counter. Confusing those two jobs is how people send the wrong document to the wrong desk.
